Josephine Steffian (Lowry) StClair of Portland passed away on September 19, 2026, at the age of 77. She was born on January 16, 1949, in Laredo, TX to Joseph Steffian Lowry and Olive Grace Keller. Her father’s family had been in North America since the 16th century with a land grant from the King of Spain. He was also descended from Squire Boone the brother of Daniel Boone, the Boone’s having arrived in 1717. Her mother’s family were longtime residents of Portland, having arrived before 1900.
Jo was a 1967 graduate of Medford High School, Medford, OR and earned a BS in Public Health from Portland State University. She retired from OHSU in 2012 as a financial social. Jo was a lifelong Episcopalian and she belonged to St. John the Baptist Episcopal Parish in Portland for more than 50 years. She was a member of Wahkeena Chapter National Society Daughters of the American Revolution where she served as Treasurer and two terms as Regent. She was also active in supporting several veterans’ organizations.
Jo is predeceased by her parents and son Randy Linschoten as well as numerous other family members. She is survived by her sons Joseph Bruce StClair of Amarillo, TX, and Andrew David StClair of Portland, OR. Her remains will be interred at Siskiyou Memorial Cemetery in Medford, OR with her parents. No funeral services will be held at her request.
